Serious Wobble in front mounted MP2

Hello all,

After my extreme battery addition, I am getting some serious wobble in the front wheel.  this is my MP2 wheel 16".  I have about 100lbs of lead batteries attached in 2 locations on my bike.  Most of the weight is centered on the frame from the seat to the front wheel.  With about 50lbs mounted just behind the seat.  I also have a full suspension.

Funny thing is, when I mount my bike, the front suspension drops 2 inches and stays there until I get off of it.  It only starts to wobble if I take one hand off of the handle bars, and/or I have all my weight on the peddles.  if it wobbles too much the only thing I can do to stop it is to come to a complete stop on the bike.  It also gets worse when I break (front and/or rear breaks).

I think its the front suspension and the weight it is carrying.  I was thinking of welding a bracket to force the front suspension to stay compressed... any ideas?  Should I try to mount my rear batteries closer to the front?
