Faulty battery cell?

I got two battery pack 48V (10ah)
I charged them twice as they are very new.
Today I got my battery I connected to my dual bike.No lights come
on,no power at all from the battery.I though something wrong with my
bike so I connect other battery and everything was OK.Lights on,bike
working as it should.I check the fault battery,put it on charger
again, but only green light on-no charging.Of course I charged the battery its
should be full I though.I took my voltmeter and measure the current (V) on healthy
battery.result was 57.4V.I took the faulty battery and result was
55.6V.Very strange,because my lights on the bike don't come on at all
with faulty battery.
I connect the faulty battery to the motor to see voltage then.When I
connect it to the motor voltage fall down to 0V !
When I disconnected voltage rise up to 55.6 again.
Not sure if that is BMC problem or faulty cell.
Other battery working fine on same bike.
I would appreciate help on that one.
I contacted GM.Send email to Tom,Phill and Johnson (who sold me the Giant dual bike and bike kit)

It sounds like you have done everything right.
The measurements indicate a bad cell. 
Either the whole pack will have to be changed, or
The cell.
