programming the controller

Is it possible to program a controller so that it does not begin to send electricity to the motor until the wheel is turning, at say 10 mph?

No, I'm afraid not....the only way is to limit the amps to something like 5, but then after 10MPH, the motor stilll lacks power.....

If you use the Pedelic Device (PAS), it sort of does that.
