I can not get through to customer service!

In June last year paid for a set of wheels. 4 months has an answer, "Golden motor, does not send the wheel, open dispute PayPal". Open dispute after 4 months is impossible.
Posted 40-50 messages in the "Golden motor", in response to the silence!
What does it mean? How to cheat?

In what context do you mean how to cheat.  Who said this?  A GM rep?  And if there has been no communication or contact with GM, then how?

This could mean GM believes you have been a bad person in business dealings. 

More probable the information you give GM needs to be better.

More details would help others help you.

Maybe tell us what country you live in.

Your dealer or the person you bought from..

The dates you paid.

Its hard to help with so little information about what has or could of happened.
