new controller problems

I wired in the new controller had to change a few conections but eveything
seamed to marry put the power to it ,nothing at the wheel.
I ran the voltmeter on it and appears the powers going in but not coming out.I tried a few things with the throttle and wires but to no avail,could
the problem be in the controller? any ideas?
