how to use pedelec function about the cruise controller

Is this for all controllers ? Does it mean that by default the pedelec function doesn't work ?

Just received a kit 24 V with MX 24C EB D controller with PAS Pedelec sensor. I was not able to have the sensor working up to the moment I found on the forum this post saying that you need to short twice the C & Z wire to have the sensor activated. I did that quickly... and it works. However, what if I want to use this controller without cruise control switches?
Each time I restart the kit, it seems I need to redo the same procedure to have the PAS sensor working again. Is there away to avoid this and stay in the pedelec mode all the time?
