Edge -spoke tension?

Had my wheel relaced a couple of weeks ago. What an awful job they did. Last time I had a bike this noisy I was 5 and put straws on all my spokes, non stop popping and ticking. Friday I noticed a couple of spokes had unthreaded, the nipple came off. Luckily they were still inside the rim so yesterday I reattached them and tightened all the loose spokes a bit. Look how wobbly the wheel is! It's been like this since I got it back from the store. The whole bike wiggles at low speed. I'd bring it back to the bike store and demand they fix it but I have no faith they can after what they did the first time. Add to that it took them 4 days which cost me $60 in cab fare going to work. The only other bike store I know of in town isn't any better knowledge wise if the guy on the showroom floor is any indication.

So that means fixing it myself. Any suggestions on how to tension the spokes properly without special tools?

Wow! looking at your video, it looks like the person who laced your wheel installed all the spokes loose then went to lunch...
Then he forgot to tighten the spokes and you got the wheel in this condition.

 I would return the wheel to that shop and demand to have it fix the same day... or else.

It was tighter than that when I got it, they've loosened since. I don't want to bring it back because they clearly don't know what they are doing, I'll only end up in the same place in a couple of weeks.
