I have a few questions for you:
Does the wheel turn easily by hand?
Do all three LEDs on the throttle unit light up when you switch the battery on?
Do they stay on when you operate the throttle?
Has the battery been fully charged?
What voltage battery do you have?
Also, check that all the connectors are pushed together correctly and that both brake levers are springing all the way back to the stops when released.
If it still doesn't run, temporarily unplug the brake lever wires and gently try the throttle again, just in case you have a faulty brake switch.
If your kit came with two throttle units
(thumb and twist) try plugging in and operating the unused throttle to see if it makes any difference.
If your motor is now working correctly, please let us know what the cause of the problem was
