I have just looked at the tool that you linked to on eBay, but it does not look suitable for use with a 14mm axle diameter.
Where exactly are you located in the UK? I'm just wondering whether there may be someone near to you that may already have a tool to remove the freewheel.
I went to Halfords this evening a bought a freewheel removal tool, really easy to use and came off no bother. The freewheel had tightened up really snug to the pie wheel and wasn't free to freewheel.
I'm rather embarrassed actually...... I was phoning 'round shops asking if they had a spacer / washer that would do the job, most said no and would have to make something to fit etc except Halfords who told me "they didn't have any at the moment..?!". Then I started thinking about those two washer type things that were in the original box - I thought they were part of the pedelec set up, but it kinda dawned on me that it is actually 2 ring washers !!!
So, Halfords sell a removal tool which apparently fits over a 14mm axle:

is actually large enough to fit over the Pie's axle before you buy it.
I opened out the 10mm hole in my existing removal tool with the aid of a "Dremel" type tool and a grinding bit.
The easiest way I find for removing tight freewheels is to mount the tool in a sturdy bench vice and then turn the wheel in an anticlockwise direction to unscrew it from the freewheel. This allows both hands to apply a great deal of force over a large radius, allowing plenty of torque to be evenly and gradually applied.
