Torque vs Speed of motors

Looked at the MW16B on hub motors page, the motor itself seems to have the same external dimensions as the HBS 36, BUT comparing motor performance curves the MW16B seems to have more torque & a lower top speed (21 Nm, & an unloaded top speed 275 rpm @ 36v). Is this from different internal windings or just a different controller. Looking for an alternative to Crystalyte 409 & 4011
to put into 18'' & 20'' front wheels to make a bike capable on hills.
Has anyone else tried this ?
