Although 45 v seems a bit high of a charge I would expect the
BMS is not putting that all of that into the battery?
To many variables to guestimate the mileage you should get at that voltage. Weight, rolling resistance, hills, wind, speed and how quickly you start up as well as if you help by pedaling all come into play.
Voltage sag happens when you open up the throttle under load. I expect that is why you are going into the Low Voltage Cutoff area of the controller. The more amperage the batteries can output the less sag you will have. The quality or your connections as well as wire size also can affect voltage also.
Some controllers probly have adjustable cutoff by now most do not and components often resistors on the controller must be changed.
