It looks as if the box has been opened by customs and crudely taped back together again without refitting the packing in the correct place.
Your battery voltage seems ok if it's the LiMn water bottle type pack but is a bit low for the LiFePO
4 rack mounted pack. I would recommend leaving it on charge for a at least three or four hours to ensure it is fully charged and nicely balanced to begin with.
If you have your brake levers plugged in but not yet connected to the brake cables, they levers often stick partially applied
and will prevent the motor from running.
Make sure they levers are fully released, or temporarily unplug them just to test the motor.
If you haven't yet connected the cruise control, make sure the throttle is plugged into the correct 5 pin connector and that none of the pins have been bent over inside the connector.
If the motor still fails to run it could be that the controller is set for the wrong voltage and your battery voltage may exceed the Overvoltage protection values of 36V for 24V batteries and 52V for 36V batteries.
