Title: Diverting Regenerative Braking Energy

We're using 3KW Golden Motors with VEC 200 controllers on our new railbikes.  Regenerative braking is important to us for keeping the railbikes operating at a safe speed while going down long sections of railroad tracks.  The aspect of recharging the battery through the regenerative braking process has no real value to us.  We would like to divert this regenerative energy to another backup electromagnet application to assist in keeping the vehicle operating at safe speeds.  Aside from using a complicated IGBT based brake chopper module to divert the energy (dynamic braking), is there an easier approach to diverting regenerative energy from the battery to another application?  I would be curious to know if anyone has experience with any commercially built over voltage protection circuits that could address this issue.  Any help or expertise would be greatly appreciated.
