I have a Magic Pie 3 rear wheel in the 700c size. Is there a way to mount it on a 26" rim for a front wheel?

The 700c wheel could be converted to a 26" wheel by lacing the motor into a 26" rim with shorter spokes, but the 135mm wide rear axle assembly is much too wide to fit a standard 100mm wide front fork.

Could I make it a 20" rear wheel? The stock 20" wheel with motor is cast. It has no spokes but there is a 20" rim for sale. Would there be a problem lacing the spokes onto a 20" rim for the rear?
