Title: Problems with VEC 300 controller

Hello All,
I recently ordered one HPM5000B and the VEC300 controllers from goldenmotors.com.
When I plug everything in and turn the throttle (5k ohm potentiometer) nothing happens until the throttle is at full. Just the LED on the controller blink 14 time and keep on repeat and repeat.
i try refer to the VEC controller guide but I can find any LED blinking time referring to my problem.
What should I do? Please Help.
