Title: BAC-028 controller and horn function

What is the voltage output of the Horn connection (A1 and A2) of the BAC-028 controller?
 
I have a 48v MP III system, and the horn works when connected directly to the battery, but not when connected to the external BAC-028 controller (and the horn switch works ok , as does cruise control).

I don't know what voltage is used for the horn connections on the BAC controller, but if the external MPIIIs use the same main harness as the internal ones, the horn/light unit you have shown should connect directly to the blue, yellow, black and red wires coming from the front harness main connector shown at the top of this diagram:
