Title: Shim thickness and placement

I tried a thin shim . Did not help.

A thicker shim (or additional thin shims) may be necessary.

N.B. The shim should fit over the threaded boss section of the hub before the freewheel is threaded on.
Not inside the threaded portion of the freewheel as your photo appears to indicate:

I had this problem as well, but a shim over the boss threaded section did not work as the freewheel, shim & hub were still locked together. I did solve the problem by putting a shim inside the freewheel in the place you have on your photo. That gave space between the freewheel & hub. Seems to be working OK for a month now.
