Title: Problem: LED battery indicator on Throttle

I have install a ebike kit (36V-500W moter, 36V-16Ah LionMn Battery with cruise controller) and I have a problem:
-When I start the motor, by turning the battery Key, I notice that all the three LEDs (charge indicators for the battery condition-Full, Half & Empty) are on, at the same time.
PLEASE,
give me instructions to solve the problem.

That's how it's supposed to work.

As the battery level slowly goes down, the lights will start to go out one at a time to let you know the battery level is getting lower.

The way that the battery level indicator LEDs work is one of the many things that isn't explained by Golden Motor in any of the documents I view and downloaded from the site.  We're not born with this knowledge.  I expected to at least get this sort of info as part of the kit when it was delivered.
