Problem: Led Indicator charge battey in Throttle

I have install a ebike kit (36V-500W moter, 36V-16Ah LionMn Battery with cruiser controler) and I have a problem:
-When I start the motor, by tyrning the battery Key, I notice that all the three leds (chage indicators for the battery condition-Full, Half & Empty) are on, at the same time.
PLEASE,
give me instructions to solve the problem.

I think you'll find that's how it's supposed to work.
As the battery level slowly goes down, the lights will start to go out one at a time to let you know the battery level is getting lower.
